Resumo

Despite the advantages provided by digital administration, not all social groups, including the elderly, are prepared to face this new form of relationship with the Administration. In Spain, seniors' use of e-administration is very limited; however, public administrations are moving towards digitalisation, which has accelerated due to the pandemic. The main objective of this research is to study in depth the relationship between Spanish people over 60 years of age and e-administration. A methodological triangulation is proposed, based on two qualitative techniques: focus groups made up of Spaniards over 60 and the Delphi method applied to eight experts in ICT management in the private and public sectors. The results show an interest of the older public in participating in administrative procedures, but also their lack of knowledge to be able to do so to their advantage. The experts state that there are initiatives aimed at this group, although there is no consensus on the type of actions that should be implemented. In this sense, it is evident that the older public is not a priority for the digital strategy of public organisations.
