Resumo

The Global Pact for Safe, Orderly and Regular Migration, approved within the framework of the United Nations in December 2018, was a historic step because it laid the foundations for an international social contract in the governance of international migration. Four years later, in May 2022, the first meeting of the International Migration Review Forum was held in New York and produced a Declaration, subsequently adopted by the United Nations General Assembly. This article synthesizes the philosophy and content of the Global Compact and presents, mainly from the analysis of the Declaration, a first assessment of the results of the Global Compact. It also presents five dangers that threaten the future deployment of the Global Compact.
