Resum

This doctoral thesis aims to carry out a study on one of the oversight instruments to control governmental acts that are available for the Chamber of Deputies of Chile, such as the special investigative Commissions or Parliamentary Investigation Commission; in particular, of the powers they have to require the attendance of certain individuals and to request the documents and information deemed necessary for the development of the investigation. For such purposes, a theoretical and practical analysis is carried out with a view to determining the cohesion or collision between the two levels of parliamentary work, in addition to executing a compared study of the regulations in other countries, especially Spain. The objective of this study is to explore tools that allow strengthening the control acts that are materialized through this institution. It is emphasized that the Special Investigative Commissions are an instrument of enormous importance for the oversight of the Government's action, and that the existing regulations in Chile, regarding appearance and access to information, must be improved to effectively fulfill their objective. At the end of the investigation, together with its conclusions, proposals are made to enhance the current regulations on the matter.
