Abstract

This thesis explores the role of the Independent Authority for Fiscal Responsibility (AIReF) in the control of budget stability from a constitutional point of view. To do so, it analyses the evolution of the normative regime control for budgetary stability in both the European Union and Spain, including the consolidation of the principles of budgetary stability and sustainability of public finances and the creation of fiscal councils. The thesis focuses on AIReF’s legal nature and its position in the division of powers, reflecting on its mission, its functions, and its relationship with other institutions such as the Court of Accounts, the General Comptroller of the State Administration, the State Agency for Evaluation of Public Policies and the Budget Office of the Parliament (Cortes Generales).
