Resumo

Armed conflicts cause disruptions in communication networks and their malicious use by the enemy. Although the causes that originate it are different, the consequences are often similar to those that occur in civil society emergencies. The establishment of protocols and mechanisms that promote the resilience of existing networks and technological applications and that provide for the use of other alternatives is a fundamental part of the proper functioning of emergency services. The article presents some reflections and preliminary results for the improvement of these services based on the lessons learned from the Ukraine-Russia conflict. Actions are collected to improve the performance of social networks and the services they enable.
