Resumo

Most OECD countries are aging fast, due to a large reduction in the fertility rates and a large increase in life expectancy, particularly at old age. These phenomena are expected to continue and will jeopardize the financial sustainability of many Welfare State programs. Yet, population aging increases the political relevance of the elderly generations. In countries, such as Italy and Spain, already characterized by an unequal (and unfair) intergenerational distribution of resources, the political effect of aging may thus lead to further intergenerational inequality. To limit this electoral effect of aging, constitutional rules protecting young and future generations are needed
