Resum

The defence budget debate is common in professional circles related to Security and Defence, but not so common outside of them. The Culture of Defence is aimed at getting citizens to understand the importance of national Security and Defence issues, but its effectiveness is questionable when it is observed how the debate on defence budgets is alien to the political discourse as a reflection of its absence in social discourse. This article analyses the way in which defence budgets, deterrence, Culture of Defence and institutional communication of the Ministry of Defence are related and the existing weaknesses in this relationship in the Spanish case.
