Abstract

Few coUntries in the world devote as many economic, human and material resources to combat poverty as Mexico does, and it is apparent that the results achieved have not been as expected. Latin America is the most unequal region in the world and Mexico has not been able to overcome this condition either, its transition to democracy has not been associated with a better distribution of income and therefore with a significant reduction in poverty. Poverty is a multifactorial phenomenon, in zoz8 alone, Mexico had more than ss.ooo,ooo, and more than half of them in extreme poverty, with severe shortages of food, health care, employment, social security and housing supply. All this has led to more violence, insecUrity, low tax collection and political clientelism, with serious conseqUences for the country, preventing its development and squandering its full potential and the large amount of resources that it has to leave go ahead. Having some of the most important fortUnes in the world in Mexico, it is clear that the problem has not been the generation of wealth, bUt the wrong way to distribute it. The poor have been seen from government simply as objects of social policy and not as true subjects of change within their own community, and by not being responsible for their own development, they have not, in decades, effectively left the circle viciOUS poverty. Over the past thirty years, Mexican governments have invested billions of euros in variOUs programs sUCh as Solidarity, Progress, With You, Opportunities, Prospera, and yet, according to the United Nations, the levels of poverty has not declined, both by the growth of the economy (z% annual average for ›s years), and by the rapid increase in population, which have led to the emergence of more than 3o,ooo,ooo new poor people. This research aims to deepen the phenomenon of Poverty in Mexico: causes, effects and solutions, recognizing it as one of the major outstanding issues of the country during the present century, which if solved can mean both the quality of life for millions of families who do not today, such as the return of their regional leadership in Latin America and their inclusion as an emerging country and with a bright future within the international context.
