Resumo

After tough negotiations between the EU Parliament and Council, the EU Council has agreed on 25 July 2023 on a Regulation to strengthen the European semiconductor ecosystem (European Chip Law), which aims to foster chip production, create an investment‐friendly environment and avoid supply bottlenecks and focuses on two main areas: strengthening the EU's competitiveness in the sector and boosting the digital and green transformation. The text of this provision is ready and could enter into force as early as the second half of 2023. The core of the initiative is to double the market share of chips produced in Europe to 20% by 2030. To achieve this, among other things, competition rules will be relaxed and funds will be made available to promote research, development and production of semiconductors. It also incorporates certain industry demands, such as broadening the scope to enable funding not only for smaller chips, but also for the wider semiconductor ecosystem. The focus on education and training of specialists in so‐called competence centres to attract new research, design and production talent to the EU is also a positive development.
