Resumo
The article proposes the general lines of the role that the public sector should play in social and economic reconstruction after the serious crisis caused by the COVID-19 pandemic. After analyzing different visions about public intervention from the basic concepts of economic theory, a proposal for reform of the administration is established in the possibly most relevant areas: autonomous agencies, professionalization of public managers, reduction of bureaucracy, transparency, accountability. Finally, it points out criteria under which, with this vision of the public sector, the important European funds granted for the recovery of our economic model should be managed.
