Abstract

The Temporary Protection Directive is one of the most controversial and debated legal instruments in the Community acquis. Despite the numerous massive displacements that have taken place in Europe over the last two decades, the Directive was activated for the first time on 4 March 2022, following the Russian invasion of Ukraine, representing a historic agreement and a milestone of solidarity that has already served to provide temporary protection to more than 4.15 million non-EU citizens. The main purpose of this article is to study the activation of this mechanism within the EU's external action, analysing the factors that may have led to its immediate implementation and the components of the current EU migration, asylum and border policies for managing massive migration flows.
