Abstract
At their meeting in Kyiv in early October 2023, European Union foreign ministers recalled that Russia is an existential threat and that victory in the war depends on cooperation with Europe. While the former European countries of the Soviet bloc perceive the Russian threat as immediate and existential, the Mediterranean countries feel that their immediate focus is on the southern border and the so-called Global South. The need to change the European Union's approach to the developing world is fundamental to the survival as a geopolitical actor of a Europe that has failed to overcome the Eurocentric view of the world and continues to see the ongoing global reorganisation as complicated, but not impossible to manage.
