Resumen

This research examines, through the case of Spain, how Taiwan uses X (Twitter) to implement its public diplomacy strategy. For Taiwan, this dimension of foreign policy is crucial, given its position on the international scene. In order to understand Taiwan's digital diplomacy strategy, the content posted between June and October 2023 on its representative office's account in Spain was analysed. A mixed methodology has been used in the study, with quantitative and qualitative techniques. The results show an excessive presence of cultural content on Spain and a scarce representation of Taiwanese cultural diplomacy. The decrease of economic coverage reflects an alignment with the general guidelines of Taiwanese public diplomacy, however, there are constraints to the promotion of solidarity and human rights diplomacy. Taiwan follows a neutral communication strategy, avoiding taking sides in conflictive issues. With regard to the confrontation with China, the content on the social network is dominated by demands and criticism towards international organisations, expressions of gratitude to the states that support the island, and the lack of references to China. This narrative differs from Taiwanese representatives in Spain, who hold a more combative stance.
