Abstract

This article reflects upon the need to redesign R&D policies and their evaluation practices. This reflection is based on two exercises of impact analysis of public aid to private R&D and of the public aid granted by the CDTI. The main lessons learned focus on the need to incorporate distributive mechanisms in policies to avoid “picking the winners” and to promote higher marginal effects. Similarly, it is indicated the importance of approaching innovation in a broader way to seek its harmonization with the design of economic policies. Finally, we indicate the need to integrate new transformative policy approaches that aim to design more ambitious policies for sustainable and inclusive development.
