Abstract

The Bush Administration ‘s war on terrorism reflects a major failure of lidership and initiative that makes US more vulnerable rather than more secure. The Administration’ policies to combat terrorism have weakened multilateral institutions and squandered international cooperation. Despite some successful steps to counter terrorism such as the arrest of several highlevel Al Qaeda figures or the disruption of a some planned attacks, the Bush Administration has undermined the values it claims to be defending at home at abroad based on the principles of democracy and the respect of human rights. US strategy based on military responses and support for repressive regimes in Muslim world has seriously damaged both Washington’s credibilitiy and legitimacy in the world, creating hostility that can be exploited by Al Qaeda
