This doctoral thesis is focuses on the study of the insecurity citizen problem using as acase of study the Republic of Panama and considering three dimensions of analysis:Criminal Justice Institutions, Legal Framework of Citizen Security and the GovernmentalPolicy strategies of the Government Periods 2004-2009 and 2009 -2014.Importance and justification of the research.This research is important for Panama because the insecurity problem is real and criticalfor its high levels of violence and crime, a high levels of citizen’s insecurity perceptionand a high lack of confidence on Criminal Justice Institutions.
