Résumé

This doctoral thesis is focuses on the study of the insecurity citizen problem using as acase of study the Republic of Panama and considering three dimensions of analysis:Criminal Justice Institutions, Legal Framework of Citizen Security and the GovernmentalPolicy strategies of the Government Periods 2004-2009 and 2009 -2014.Importance and justification of the research.This research is important for Panama because the insecurity problem is real and criticalfor its high levels of violence and crime, a high levels of citizen’s insecurity perceptionand a high lack of confidence on Criminal Justice Institutions. It is also important becauseit is addresses a significant problem of concern for the Panamanian society developmentand for the individual and collective well-being since the theme has been insufficientlystudied from the point of view of the institutions of the criminal justice system, the legaland regulative framework and the public policies observed a significant lack of thepolitical, legal and organizational factors analysis of the institutional framework of citizensecurity and what consequences these may have either in the improving of the problemof insecurity or on its aggravation...
