This article deals with the European Union Economic and Social Cohesion policy, and his relevance for EU-Latin America relations. This policy is based on the unique historic conditions of European integration, particularly, in a distinctive model of «regulated capitalism» that, from mideighties is based in the policy mix of the economic liberalisation policies of the Single Market, and a number of Instruments to foster cohesion between countries, regions, and social groups. This policy has evolved as a response to the challenges of globalisation, in the framework of the «Lisbon Strategy» and the policies oriented to promote employment and to fight social exclusion. Although the EU «model» doesn»t fit to Latin America, some insights relevant for the region and his integration groups could be extracted: the call for a coherent approach: the importance of domestic policies; the diversity of Instruments; the relevance of Institutions; and his relationship with a broad concept of citizenship
