Doctor by the Universidad Complutense de Madrid with the thesis La ayuda norteamericana en Centroamérica, 1980-1992 1996. Supervised by Dr. Celestino del Arenal Moyúa.
PhD in Political Science from the Complutense University and M.A. in International Relations from the United Nations University for Peace. Professor of International Relations at the Complutense University of Madrid, researcher at the Complutense Institute of International Studies (ICEI), and professor at the Diplomatic School of Spain. He has been director of the Carolina Foundation (2018-2024), and special advisor for Latin America and the Caribbean (ad honorem) to the High Representative for Foreign Affairs and Security Policy of the European Union and Vice-President of the Commission, Josep Borrell (2020-2024). Robert Schuman Fellow of the European University Institute in Florence. Researcher and consultant for the Commission and the European Parliament, the UNDP, SEGIB, the EU-LAC Foundation, and various international and development NGOs. In two different terms he has been an expert member of the Development Cooperation Council (advisory body of the Ministry of Foreign Affairs, European Union and Cooperation of Spain). Member of the Board of Trustees of Oxfam Intermón from 2012 to 2018. From 2020 to 2022, penholder and coordinator of the working group commissioned by the Ministry of Foreign Affairs, European Union and Cooperation to draft the new Spanish law on development cooperation, approved by Parliament in February 2023. He has been positively evaluated for four consecutive six-year periods of research and one six-year period of transfer and innovation by the National Agency for Evaluation, Quality and Accreditation (ANECA).
