Doctor by the Universidad Complutense de Madrid with the thesis La ayuda norteamericana en Centroamérica, 1980-1992 1996. Supervised by Dr. Celestino del Arenal Moyúa.

PhD. in Political Sciences from the Complutense University, Madrid (Spain) and M.A. in International Relations by the United Nations University for Peace (Costa Rica). Full Professor of International Relations at the Complutense University of Madrid and professor in the Diplomatic Academy. Special Advisor for Latin America and the Caribbean to the High Representative of the European Union for Foreign Affairs and Security Policy and vice-President of the European Commission, Josep Borrell (ad honorem). Director of the Carolina Foundation (2018-2024), and Researcher at the Complutense Institute for International Studies (ICEI) and Robert Schuman Fellow of the European University Institute in Florence. Researcher and consultant for the Commission and the European Parliament, the UNDP, SEGIB, the EU-LAC Foundation, and various NGOs. For two different terms, he has been appointed as Expert Member of the Development Cooperation Council (Advisory Body of the Ministry of Foreign Affairs, European Union and Cooperation of Spain). Member of the Board of Oxfam Intermón (. Three six-years research terms (sexenios) and one transfer and innovation term with positive evaluation by the Spanish Government national evaluation agency.
