Abstract

This article describes how the idea of sustainability has been incorporated in the Central Government’s tourism policy and tries to understand some of the reasons that might explain why its impact on tourism development in the country is so weak. Sustainability appears years ago in the tourism policy documents but no measurable progress has been made since then. The interpretation of this fact requires a complex analysis. The discussion will focus on two specific factors. The first is related to the concept of sustainability, the content of which is evolving. Sustainability has developed around three dimensions: economic, social and environmental. A "fourth dimension" has entry into the discussion few years ago. It would refer to the institutional aspect and the importance of institutional leadership to advance. The second factor is more related to the design of the tourism policies. Mainstreaming strategy would strengthen the impact of public actions through the construction of new institutions to ensure the incorporation of specific programs related to the objective pursued.
