Sustainable development goals

Abstract

The European Union’s development cooperation is going through an important reform process vis-àvis the 2021-2027budgetary andprogrammingcycle.This reformaims toprovide theEUwiththenecessary resources andtools toreconcile its values andinterestsbefore amore complex,disputedandinterconnected scenarioand,atthesametime, contributetoaneffectivecooperationtoachievetheSustainableDevelopment Goals (SDG)ofthe 2030Agenda.Thisworking paper examines this reformprocess, giventhedifferentiated characteristics of the relatively more advanced countries of Latin America, beyond income classifications, and,inparticular,their conditionof “developmentintransition” countries.Thepaperdeparts froma critical review of the approach and action framework in force for 2014-2020. Other milestones analyzed are the adoption, in 2017, ofthe newEuropean Consensus onDevelopment, and the 2018 proposalfortheMultiannual Financial Framework 2021-2027 that includes a new EU single financial instrument for the neighborhood, development and international cooperation (NDICI).
