Abstract

Public policy implementation as a process that involves the intervention of stakeholders, who seek to understand and achieve specific goals, has generated different approaches, models, and fields to respond to the interactions during the implementation of the decisions adopted. The Trust' Approach for Territorial Implementers (TATI), as a proposal focusing on the participation of the street-level bureaucrats in the implementation process, aims to develop a model for analyzing the process in public policies, resorting to the role they play as articulators of trust between the beneficiaries and the public institution. The Trust' Approach for Territorial Implementers has three central elements in trust relationships: institution-implementer; implementer-beneficiary, and beneficiary-institution, who as actors within the process interact under a dynamic of cooperative relationships and co-responsibility. This approach hypothesizes that street-level bureaucrats, institutions, and beneficiaries of public policies contribute or influence the implantation processes.This thesis develops a theoretical framework with the concepts of institutionalism, implementation, and trust, seeking to provide arguments for its elaboration to the The Trust' Approach for Territorial Implementers proposal.
