Doctor by the Universidad Complutense de Madrid with the thesis La eficacia del derecho ambiental comunitario 2002. Supervised by Dr. Tomás-Ramón Fernández Rodríguez.

Carmen Plaza Martín is the Director of the Institute of European Law and Regional Integration of the Complutense University of Madrid, Co-Director of the Course on Law, Sustainability and ESG of the School of Legal Practice of the same University. She has been Legal Counsellor of the Spanish Constitutional Court (from May 2015 to October 2022), Director General of Equal Opportunities and the Women's Institute at the Ministry of Health, Social Services and Equality (from January 2012 to May 2015), Professor of Administrative Law at the University of Castilla-La Mancha, and Executive Advisor on EU environmental policy at the Ministry of the Environment of the Government of Spain (from 1995 to 1997). Ph.D. in Law from the Complutense University of Madrid (Extraordinary Doctorate Award), LL.M. in European Community Law from the University of Essex (UK), and Visiting Research Fellow at Harvard University (USA). She is the author of more several research works on Environmental Law, European Union Law, and equal opportunities; she has participated in twenty national and international research projects in these fields.
