Abstract

The approval of the Law on Transparency in 2013 was a necessary action but it came late. This law did not meet the social expectations, but there are improvements in Spain regarding the transparency of the public administration. This legal standard has been hardly criticized because it is identified as a “law of minimums” in terms of active transparency, and because it will have a difficult implementation since the obligations are expected to be expanded in local or sectorial laws at the risk to create inequalities between citizens from different latitudes of the country.
